Earlier there were reports which suggested that the rumuored Surface Phone which the company is testing internally might launch with Windows 10 Mobile Redstone 2 in the mid of 2017. But now reports are doing rounds that the Surface Phone might get delayed and will probably launch with Redstone 3 at the far end of the year 2017.

The change of plans by the company is being touted due to the size of the Update of Redstone 3 which would be bigger than the Redstone 2. Microsoft is prioritizing the development of Windows 10 Mobile for Redstone 3 which as rumoured should be launching in the middle or end of year 2017 unless there will be delay from the company.

Microsoft is taking a safer route as far as Surface Phones, with the reports of the Market Share of Windows 10 Mobile and Windows Phone coming down badly as published by IDC earlier. So this step could be to revive the Market Share as well as have a good Surface Phone launch with Less buggy OS as was not the case with Lumia 950 at the time of its launch.
